The First Order has a tracker on just one ship, so they can only follow the fleet with that one ship.This isn't a terrible premise, but it leads to some awkward plotting. The First Order has managed to track the Resistance fleet even through hyperspace, meaning that Leia's forces can't warp to safety or the First Order will just follow. A great deal of the movie is devoted to a chase scene.
